Hi all, Please join us this week for the joint OSU/PSU/USGS water science seminar Wednesday at 4 PM in Burt 193 at OSU and on Zoom. The speaker is Dalton Hance from the Western Fisheries Research Center, US Geological Survey in Washington. His talk is titled, The Lookout Point Project and Upper Willamette Chinook Salmon: a case study of a wicked problem in resource management Description: Managers of natural resources such as water or fisheries are often faced with making decisions about complex systems that affect multiple stakeholders. Different stakeholders may hold different values, while scientific uncertainty about the effect of different decisions varies. Easy problems in resource management are those where agreement among stakeholders is high and where uncertainty is low. When there is considerable stakeholder conflict and scientific uncertainty is high, natural resource management decision become wicked problems. This talk will focus on the wicked problem of the US Army Corps Willamette Valley Project (WVP) and the ESA-listed Upper Willamette Chinook Salmon. The WVP is water resource management system consisting of 13 dams that were authorized, built and operated for multiple purposes. The primary purpose of the WVP is flood control, but other authorized uses include hydropower, irrigation, recreation, and fish and wildlife. With the advent of a 2021 federal court injunction, management for recovery of ESA-listed fish species has taken priority over all other uses other than flood control. In this talk, I will review the scientific uncertainty and complexity of water resource management for Upper Willamette Chinook Salmon in the Lookout Point Project on the Middle Fork Willamette River. I will highlight what we’ve learned from an acoustic telemetry evaluation of the deep drawdown of Lookout Point Reservoir in 2023. I will discuss how this study, when viewed in context of our understanding of reservoir ecology, shows that even if you just limit yourself to the question of “What’s best for Upper Willamette Chinook Salmon?” the problem is a wicked one. WSP is a special program within the California Conservation Corps in partnership with AmeriCorps. We host two WSP Corpsmembers in the Planning Division each year where they work primarily with the Surface Water Ambient Monitoring Program (SWAMP). WSP is a great entry level, career-building opportunity - just ask one of the many WSP alum working at our office. Please pass on this opportunity to anyone who may be interested. More information provided below: WSP is dedicated to improving watershed health by actively engaging in restoration science, civic service, and community education while empowering the next generation of environmental stewards. Benefits include a monthly living stipend, program sponsored-medical insurance, and a generous education award. A college degree is not required for this program. The City of Albany, Oregon, has one opening for the summer of 2024 for a GIS intern. The position will split time between the GIS department and Water Quality Services. Work will consist of assisting the GIS department in day-to-day operation and maintaining stormwater GIS databases and collecting field data. The position provides opportunities in professional growth and mentorship, foundational GIS technical skills, exposure to GIS technology and data processing techniques. Responsibilities: * Collaborate with a team on a variety of GIS projects * Design, create, analyze and maintain citywide GIS databases and datasets * Create effective and easy to read maps using ArcGIS software for paper and the web * Help develop geoprocessing automation models using related GIS software tools to update, maintain and analyze databases to ensure spatial integrity * Collect data in the field using ArcGIS mobile data collection tools * Manipulate geospatial data with great attention to detail and efficiency * Help provide technical GIS assistance to GIS users at the city * Assist in the implementation of MS4/TMDL programs. * Safely wade in streams and storm channels, traverse stream, and creek banks. * Navigate difficult terrain including creeks, streams, up and down stream banks, etc. * Perform duties as necessary or incidental to the proper performance of this position. * Comply with Safety Requirements including wearing proper safety equipment as required by OSHA and City policy. Period of Employment: This is a temporary position, 40 hours max per week, not to exceed 12 weeks. Start and end date are between June 1 and September 30, 2024. You can expect a weekly workload ranging between 30-40 hours/week. The work schedule is weekday, but also will include occasional early morning starts. All work performed during daylight hours. Compensation: $18-$21/hour dependent on skills and experience 75% of the time you will be in the office: You will be extensively using environmental mapping tools such as topographic maps, digital maps, mapping software and database applications. A working knowledge of ArcGIS software, familiarity with raster and vector data, and Aerial image interpretation will make you stand out! 25% of the time you will spend in the field: You will assist the water quality team in collecting spatial data and conducting storm sewer outfall inventory (Outfall Reconnaissance Inventory (ORI)), as part of the City's Illicit Discharge Detection and Elimination (IDDE) program.
