City of Albany hiring two Seasonal Stormwater Interns- Apply by April 17th

The City of Albany, Oregon, has two (2) openings for the summer of 2023 for Seasonal Stormwater Interns to assist in managing the City's stormwater program. Work will consist of inspections, minor facility maintenance, collecting field data, data analysis and reporting of storm sewer outfall inventory (Outfall Reconnaissance Inventory (ORI)), as part of the City's Illicit Discharge Detection and Elimination (IDDE) program. The City's stormwater management program is part of the State of Oregon's National Pollutant Discharge Elimination Systems (NPDES) MS4 Phase II permit program. Essential Functions: Must be able to... * Lift manhole lids, storm sewer grates, etc. weighing at least 50 lbs. * Assist in maintenance of stormwater facilities, using hand and power tools. * Safely wade in streams and storm channels, traverse stream, and creek banks. * Navigate difficult terrain including creeks, streams, up and down stream banks, etc. * Be exposed to harsh environments (nuisance plants, heat, rain, insects) for extended periods of time. * Perform dry weather inspections for non-stormwater flows. * Assist in the development and maintenance of a GIS outfall map consisting of municipal separate storm sewer system (MS4) outfalls. * Provide a summary report outlining events, inventory, illicit discharges detected, potential enforcement follow-up and number of non-compliant outfalls. * Perform duties as necessary or incidental to the proper performance of this position. * Comply with Safety Requirements including wearing proper safety equipment as required by OSHA and City policy. * Understand and read blueprints/as-built drawings for storm sewer, sanitary and water systems. * Effective oral and written communication and record keeping. Qualifications: * Must be enrolled in a full time College or University program. Preferred major in Environmental Science, Geography, GIS, Biology, Chemistry, Hydrology/Hydrogeology, Geology, Environmental Engineering, or other science field. * Must have a valid driver's license. * Must be able to successfully complete a post-offer substance abuse test and background investigation. * Desired Knowledge and Skills: o Knowledge of MS4 NPDES program, regulations, goals, and minimum control measures. o Knowledge of Low Impact Development and Green infrastructure. o Knowledge of PCs and software - specifically ArcGIS, GPS equipment, databases, spreadsheets and water quality testing equipment and chemicals. * Understanding of water quality field sampling or laboratory analysis, calibration and maintenance procedures, ArcGIS Apps (Survey 123, Story Maps, Dashboards, Workforce). Period of Employment: This is a temporary position, 40 hours per week, not to exceed 12 weeks. Start and end date are between June 1 and September 1, 2023. You can expect a weekly workload ranging between 30-40 hours/week. The work schedule is weekday, but also will include occasional early morning starts. All work performed during daylight hours. Compensation- $18-$20/hour dependent on skills and experience 75% of the time you will be in the field, supporting your field team in performing dry weather field screening and outfall reconnaissance inventory tasks. You will be extensively using environmental mapping tools such as topographic maps, digital maps, mapping software and database applications. Training will be provided, but familiarity and interest in ArcGIS software, Google Earth, and spatial analysis will make you stand out! 25% of the time you will spend in the office, where you will assist the team in reporting your findings from the fieldwork. If you have some experience with technical writing and GIS, be ready to showcase it during your interview! You will acquire a good understanding of Federal and State stormwater and environmental regulations pertaining to this type of work, but if you are already familiar with them, this would be a big plus to your application.
